Help with advanced permissions

Hey Guys!

I have been lurking these forums for quite a while, finding many a great thread, however one problem is still eluding me.

The website I design/support is a community, providing free hosting for gaming clans and such, however we've reached a point where it is growing too big too fast, and subforums are just not working any more!

So, I'm overhauling everything, however I can't work out this little problem:
In the new forums, we are setting up each subforum as a full-forum of it's own, I will simply edit the login script of each to pull from the same user database (E.G logins are shared across the forums). This is not a problem, the problem is clan leaders need the autonomy to create and edit their users, but not be able to edit other clan's users.

E.G I want "Clan 1 Leader" to have user edit permissions over "Clan 1 Members" as well as "New Member" (members with no group), but not over "Clan 2 Members".

Is there a way I can do this? I'm totally happy to jump in programming hands blazing, however I'm not quite as savvy in how xenforo is put together (I do have high-level php knowledge, just not the knowledge of exactly how xenforo handles permissions).

Any help would be extraordinary!

Also any advice on how to set this up so that our license would cover it all? It's not really separate forums, more subforums of our community, but given their own page. Or will the license cover it all? (I believe it is per-domain)

To start with this, I am pretty sure that the license is per instance... so having multiple installs of xenforo each a different site but under the same domain would not be aloud, it is best to check officially with the XF team on this one before proceeding if I was you!

In regards to permissions, I haven't looked into it but it sounds quite plausible to basically say this Moderator has the ability to control this usergroup but no other...
