Some people might have a budget, others might not. But there's always the option to advertise online and offline. Various options are available.

Yes i do in various ways online and offline both . My forum offers lot of stuffs for people around this city and we even organize different sort of programs related to fishing , get togethers .

We are fairly new board we are doing pretty good and we have flyers printed for our site so usually whenever i drop by sports center i hand out those flyers to people around fishing sections so does my staff team . Everyone has been helpful so far to bring traffic and people over board and register and get involve in forums :)

That really depends on what kind of forum it is :) People expect a lot these days and trust me i hate lurkers leeching off information we provide for free and they don't even bother registering and contributing .

Yep that's somewhat what I meant :)
My website is about an open source banning system for games, so going "outside the internet" has no use for me :) As I'm Open Source I don't even need any advertising ;)

So far I have just used Facebook Ads and am about to do a Google Ads campaign. I would like to do an offline campaign but don't really know where to start that is cost effective.

I don't believe in google ad's or facebook much even i have facebook page it's not drawing any attention of people .

Since your board is related to pet and there's a huge opportunity for offline marketing :) Get a flyer design done with few details of your board and information about your site . Print the flyers black and white should do the job for pet flyers . What you can do is hand out to people walking their dogs specially those who are new with pets and are looking for help regarding their pets . I see such people everyday while walking my dogs . Petsmart ,Petco , Animal shelters , Dog Parks .

While handing out flyer tell them what your site is about and how your site can help them about knowing their pets better . I am sure you have those training guides and stuffs posted and dicussions about foods and all . The more original contents you have the more traffic will be coming your way .

Right now, I haven't done any offline advertisement. I had been considering doing t-shirts, mugs, stickers, etc., but that's on the back burner due to insane minimum order amounts and costs (and low demand for them).

I don't advertise my site offline, mainly because it's now dead :( but even back in the day when it was very active I just let it run it's course instead of run offline. Just depends on what type of website you have.

I have in the past and will with a new forum I will be launching soon. An easy enough way to do it is just find some people interested in the topics discussed on the site and toss them a shirt or two with the url. I've used other methods as well depending on the site content.
